'I am excited': Shelbi Frayer returns as Lansing CSO

Shelbi Frayer will return as the city of Lansing’s chief strategy officer (CSO), a position she held from 2019-2020.

“Shelbi Frayer was an incredible member of my team during my first term,” Lansing Mayor Andy Schor said in an April 25 press release. “I came to value her insight and judgment as we looked at strategies for efficiencies and growth of our city. I am so happy that she has agreed to return to the city of Lansing, and I remain more confident than ever in her ability to make data-driven recommendations that will improve our financial stability in both the short-term and long-term, as well as continue to help identify new efficiencies across the city.”

Lansing’s Financial Health Team (FHT) established the CSO position in 2019 to examine short- and long-term finances, the release stated. The CSO relays information to the mayor who informs the city council on any findings.

“I am excited to be returning to the city of Lansing to work closely with the city’s finance team once again,” Frayer said. “It was an honor to serve as Lansing’s first CSO, working with Mayor Schor and his administration to improve Lansing’s financial health. I look forward to getting back to work to ensure Lansing is on a strong footing to protect our future financial outlook.” 

The city’s current CSO Judy Kehler plans to take over as the CEO of an area company, according to the release. Frayer is expected to begin her work as CSO May 2.

“Frayer is coming back to the city of Lansing after working as chief financial officer (CFO) for the city of Flint in 2021,” the release stated. “Before her first stint in Lansing, Frayer worked as the executive director of the Office of School Review and Fiscal Accountability in the state of Michigan’s Department of Treasury.”

At the Department of Treasury, Frayer managed several strategic initiatives, according to the release. She has also served as the executive director of Businesses and Finance (CFO) for Mason Public Schools and as the financial manager of the Michigan Association of Intermediate School Administrators.
